The Organization \u2013 Who are we?<\/strong><\/p>\n

The Norwegian Afghanistan Committee (NAC) is a membership-based solidarity organization with more than 1 000 short- and long-term staff members in Afghanistan and Norway. NAC has been working on humanitarian assistance and development programs for more than 42 years.<\/p>\n

NAC works in the following sectors: (1) Education; (2) Health, and (3) Food Security & Natural Resource Management, with governance and anti-corruption, gender and human rights, dialogue and conflict transformation, and disaster risk reduction as cross-cutting themes.<\/p>\n

NAC\u2019s vision is that NAC shall contribute to an Afghanistan free of poverty where equality, democracy, human rights, and respect, serve as the basis for political action and development.<\/em><\/p>\n

The NAC-IT platform is managed by BLINQ,<\/a> a Norway based IT- firm.<\/p>\n

At the Country office in Kabul there are two employees in the IT department that have the day-to-day responsibility of resolving any technical issues and providing support to NAC staff as well as to regional offices. There are 7 regional offices that is equipped by one IT person each to provide daily support. Some of the regional IT staff are working in two positions despite having IT responsibility.<\/p>\n

\n

Background and project overview<\/strong><\/p>\n

NAC operates with a Head Office in Oslo, Country Office in Kabul, four Regional Offices and several support- and project offices in the provinces where we operate in Afghanistan. The program implementation requires strong coordination and collaboration between program, HR, finance, and IT- and support services across the regions. This requires efficient and safe digital platforms for communication, collaboration, and file-storage. With support of BlinQ NAC developed a Teams platform and migrated all users to a new tenant in August 2023. The implementation of the projects has revealed the need to invest further in the governance of this structure and platform, as well as in the capacity-building required for the organization to be able to fully adapt to this new way of working. Ensuring sound management and required improvements of the governance structure, and building the digital capacity of all NAC staff will therefore be a priority in 2024.<\/p>\n

The IT and Digitalization Expert will work closely with a designated national team ensuring ownership and the transfer of knowledge.<\/p>\n

Goals <\/strong><\/p>\n

    \n
  • All NAC staff have the IT skills required to work effectively within the TEAMs structure and make use of the relevant additional M365 applications.<\/li>\n
  • Superusers and IT colleagues have the capacity to support the end-users.<\/span><\/li>\n
  • The governance structure is revisited and adapted based on the needs identified.<\/span><\/li>\n
  • The collaboration policy is implemented by all users.<\/span><\/li>\n
  • IT policy is established.<\/span><\/li>\n<\/ul>\n

    Specific deliverables <\/strong><\/p>\n

      \n
    • Mapping of training needs for management, superusers, and end-users required to ensure sound collaboration and filing procedures in accordance with our Teams structure.<\/li>\n
    • Development of training\/capacity-building plan, training materials, and ensuring the roll-out of the training plan. <\/span><\/li>\n
    • Conduction of trainings for management, Superusers and IT colleagues.<\/span><\/li>\n
    • Support Superusers in their daily work with supporting end-users, and in their conduction of trainings for end-users <\/span><\/li>\n
    • One-to-one capacity building of the in country responsible for the management of the Superusers \u00a0<\/span><\/li>\n
    • Support Team Owners in the set-up and management of their Teams, to ensure that the Teams are used as intended and established as efficient working tools (in cooperation with department heads and Superusers) <\/span><\/li>\n
    • Development of integrated digital solutions for key work processes (new solution for the M&E Information management systems, approval systems, online learning modules etc.) <\/span><\/li>\n
    • Manage existing and establish work groups required for different tasks (governance and structure, teams\u2019 creation, establishment of TeamSites etc.)<\/span><\/li>\n
    • Development of IT policy and continued improvement of the Collaboration Policy\u00a0<\/span><\/li>\n<\/ul>\n

Qualifications<\/strong><\/p>\n

  • Documented background and experience in IT user-adaptation and roll-out processes for digital solutions<\/li>\n
  • Comprehensive understanding of M365 applications, with a particular emphasis on Teams<\/span>\u00a0<\/span><\/li>\n
  • \u00a0Comprehensive understanding of IT security and the M365 security environment.<\/span>Experience with conducting structured trainings and capacity building <\/span>(identifying training needs, development of training plans and material, and conduction of required trainings and one-to-one capacity building)<\/span><\/li>\n
  • Experience with change management <\/span><\/li>\n
  • Experience from working with Non-Governmental Organizations <\/span><\/li>\n
  • Ability and willingness to spend minimum 50% of the time in Afghanistan (based in the country office, with frequent travels to field locations).\u00a0<\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n
